Merz says Russia is a European country and signals hope for restored ties
Friedrich Merz has described Russia as a European country and said he hopes relations between Moscow and Europe can eventually be rebuilt, signalling a cautious shift in tone from Berlin amid ongoing tensions.
Speaking about Europe’s long-term security and stability, Merz said geography and history meant Russia would remain part of the European political landscape. While acknowledging the deep rupture in relations following the war in Ukraine, he suggested that balanced ties between the European Union and Russia should remain a long-term objective, conditional on peace and respect for international security arrangements.
Merz stressed that his remarks did not imply an immediate change in policy. Germany’s position, he said, remains closely aligned with EU partners, including sanctions and diplomatic pressure linked to the conflict. However, he argued that Europe must also think beyond the current crisis and consider how dialogue with Moscow could eventually resume as part of a broader effort to stabilise the continent.
The comments reflect an ongoing debate within Europe about how to balance deterrence with diplomacy. Germany has historically played a central role in EU–Russia relations, acting as both a leading economic partner and a key political interlocutor. Since the deterioration of ties, bilateral contacts have been reduced, though diplomatic channels have not been formally severed.
Russian officials have previously indicated openness to renewed dialogue with European capitals, provided talks are based on what Moscow describes as mutual respect and security guarantees. Analysts say Merz’s language is likely to be closely watched in Brussels and other European capitals, where concerns remain about unity and credibility in dealing with Russia.
While any reset in relations appears distant, Merz’s remarks suggest Berlin is positioning itself to keep the possibility of future engagement on the table, framing it as part of a long-term vision for peace and stability in Europe.
